Middle Green Valley Specific Plan - Solano County, CA

Working as design partners for several years on the Middle Green Specific Plan, Brendan Kelly (Kelly + Morgan Architects) and Amie MacPhee (Cultivate Planners and Landscape Architects) produced one of the most progressive land preservation plans in the SF Bay Area. Their client was Solano County while both were Principles at Hart Howerton, a SF based design firm. In close collaboration with neighborhood groups and sometime intransigent landowners, the plan preserves +1800 acres of open lands, and allows for three dense neighborhoods (approx 400 homes) in a region where quality housing remains in short supply.

The Middle Green Specific Plan is designed to protect +1800 acres of open lands and working ranches and valuable vineyards. Once the limited development is allowed to be built, the remaining lands will be protected by Conservation Easements in perpetuity.

The Specific Plan for Middle Green Valley is built upon the fundamental concepts of conservation, sustainability and community. This Plan works to recognize and enable a rural settlement pattern of varying intensities, uses and opportunities that honors the agricultural legacy of the land while protecting the unique rural setting. The Specific Plan builds upon the goals and policies of the Solano General Plan (General Plan) as well as the recommendations of the Citizens Advisory Committee (CAC) to create an integrated vision based on four overarching Principles. These Principles are supported throughout this Specific Plan by related policies and regulations that direct future actions and implementation methods to create a series of neighborhoods connected to the land, the place and its history.
